The Griffith Company - I have a 1980-81 brochure that depicts a convertible with targa bar conversion of the Celica Coupe (called the Sunchaser), a targa roof version of the Celica Liftback (called the TX22 Sport), and a targa roofed version of the Celica Supra (called the Legato).

Features of the Legato included a single roof panel that stows in the cargo area, welded steel targa bar, turbo-type hood scoop, and a rather wide full-width rear lip spoiler. The model pictured below has unique wheels of a four spoke turbo style and appear to have inserts color matched to the exterior of the car.

According to the Brochure the Company was the world's largest convertible conversion specialist. The company was headquartered in Ft. Lauderdale, Florida with production facilities in Detroit, Los Angeles, and Jacksonville. The cars were sold through authorized Toyota dealers.
